Claiming that his choice was not made based on gender or geography, he called Gillibrand “dynamic,” “perceptive,” “outspoken,” and the “best candidate” for the job. Gillibrand, who campaigned for Hillary, said she had been “personally inspired” by the secretary of State, and could only hope to one day fill her shoes.
