McClatchy reports that extreme interrogation techniques, like endless waterboarding sessions, were used against detainees in 2002 and 2003 partly because Dick Cheney and Donald Rumsfeld were frustrated that interrogators weren’t finding any links between Iraq and Al Qaeda, despite them really wanting one.
