According to a report by Al Jazeera, Libyan despot Muammar Qaddafi, with his regime mired in a back-and-forth battle with opposition forces for control of the country, “has proposed to Libyan rebels to hold a meeting of the country’s parliament to pave the way for him to step down with certain guarantees.” [Reuters]
