Congresswoman Lynn Woolsey, a 73-year-old liberal Democrat representing San Francisco–area counties, announced Monday that she would leave Congress next year, at the end of her tenth term. She’s the first of California’s congressional delegation to exit since a plan was drafted to dramatically redraw the state’s electoral districts.
