Washington, D.C., residents voted overwhelmingly to legalize pot in November and have been optimistic about the prospects. But the new “Cromnibus” bill, which is expected to keep (most parts of) the government funded through September, makes a very pointed omission: It won’t give D.C. the funds to actually carry out the legalization. Needless to say, the capital’s stoners aren’t taking this lying down.
