Mystery surrounds marine mammal deaths amid NOAA cuts

Record numbers of marine mammals are dying on the beaches of L.A. County — something experts suspect has to do with runoff from the recent wildfires. However, cuts to NOAA, which oversees and funds most research into ocean health, are preventing experts from finding out why.
