Lawsuit: Deputies failed to help woman who asked for doctor in jail and later died

State investigators say officials violated policy when they denied Kelly Coltrain medical care after she informed them she was dependent on drugs, later suffering seizures when she went through withdrawal. Coltrain was in jail for unpaid traffic tickets.
