Five arrested after naked 2-year-old is found in locked cage in Kentucky, police say

Authorities went to the home following a tip and found the child "unclothed" and "locked behind a wooden and metal enclosure."

Five people have been arrested after a 2-year-old was found naked and locked in a cage in Kentucky home littered with feces, police say.

Carrollton police responded to a home in the 700 block of 7th Street following a tip Monday about a child’s possibly being held in a caged area, police said in a news release.

Detectives found “a male child, unclothed and under the age of 3 that was locked behind a wooden and metal enclosure that was secured with a padlock,” police said.

A property was searched with a warrant, and the Cabinet for Health and Family Services removed two children from the home. 

Brenda Chilton, 71, William Mahoney, 72, Codey Johnson, 29, and Tammy Simmons, 52, all of Carrollton, were arrested and charged with first-degree criminal abuse and first-degree wanton endangerment. 

Shelby Turocy, 28, of Ghent, was also arrested and charged with first-degree criminal abuse, first-degree wanton endangerment, possession of methamphetamine, possession of drug paraphernalia and possession of marijuana. 

All were booked into the Carroll County Detention Center. It's not immediately clear whether they have lawyers.

Officials did not disclose the relationship between the children and those arrested. Police did not immediately respond to a request for more details.

Police Detective Dave Roberts told WDRB-TV of Louisville that the tip that led to the discovery came from a delivery driver. Once officers got inside, they discovered a filthy scene. 

“A child was behind there, completely unclothed,” Roberts told WDRB. “There was feces, and then you’re in that contained area.”

The station also reported that eight to 10 dogs were found in the home in poor health, several of them caged.
