Speaking at a Crain’s NY Business Breakfast forum this morning, the increasingly visible Rudy Giuliani laid out the circumstances under which he’d throw his hat into the governor’s race. “I got elected mayor, I believe, on the theory of it can’t get worse,” Giuliani said. “So if it gets to that point, maybe I’ll decide.” He soon added that the situation in New York is, “in terms of problems, at 9 or 10” out of 10.
