The number of New Yorkers living on the streets and in the subway system rose 34 percent last year, the Bloomberg administration said yesterday in one of those late Friday announcements they hope people don’t notice. Robert Hess, the commissioner of homeless services, blamed the sharp increase on the recession and the inability of city shelters to handle the influx. Conducted last month, the annual homeless count found 3,111 people on the streets or in the subway system, up from last year’s 2,328. That’s in addition to the 38,000 people living in city shelters.
