The bottom 185 feet of the tower, fortified with concrete to ward off terror attacks, was meant to be coated with 2,000 sheets of “prismatic glass” and aluminum screens to create “a dynamic, shimmering glass surface.” But the glass has shattered during tests, and the Port Authority is now ditching the plan and looking into more traditional glass panels.
