Fugitive parents Shanel Nadal and Nephra Payne were located in Pennsylvania and taken into custody for slipping out of a child welfare agency last week with their eight children, who range in age from 11 months to 11 years old. The couple lost custody of the kids in 2009. The ten of them were reportedly spending the night in a van when found. [NYP]
