You know a joint is serious about breakfast when it throws around the phrase “Lancaster County egg program.” So it is at Prime Meats in Carroll Gardens and now, too, at sister establishment Cafe Pedlar on the Lower East Side, which this week debuts a new breakfast and lunch menu, served from 7 a.m. to 3 p.m. Serious sustenance comes in the form of French toast, smoked-trout salad, and those pedigreed eggs—whipped into an omelette, poached with mushrooms, and tucked into a buttermilk biscuit (17 Clinton St., nr.
