Despite the legislature’s highly publicized failure to lift a cap on charter schools or agree to allow standardized test scores to be used in determining which teachers get tenure, New York has somehow managed to get itself into the next round of the “Race to the Top” competition, which keeps it in the running for up to $700 million in education money. Once every fifteen months or so, Governor Paterson gets lucky. [NYDN]
