In a vote that was originally 13–0, and then was adjusted when Councilman Marion Berry asked to change his vote because he “didn’t realize” what he had been voting for, the Washington, D.C., City Council voted today to recognize same-sex marriages performed elsewhere in the U.S. where such unions are legal. There is still legal debate over whether the Council has the power to legalize marriages themselves in the District, but Councilman David A.
