High times in Connecticut. The State Senate passed a bill on Saturday legalizing marijuana use for medicinal purposes. Connecticut will become the sixteenth state to pass such a measure. But the bill does contain restrictions to prevent greenery from reaching just anyone who wants to medicate. Patients and caregivers must register with the Department of Consumer Protection, and doctors must certify that the patient has a medical need owing to specific diseases, including multiple sclerosis, cancer, or other serious, chronic conditions. In other states, like California, pretty much anyone desiring marijuana can get it on account of back pain, anxiety, upset stomach, stubbed toe, and preferring to watch Saturday Night Live stoned.
