Mayor de Blasio promised to ban carriage horses from Central Park on his first day in office, and nearly a year later a bill was finally proposed before City Council. The legislation would let licenses to operate horse-drawn carriages expire in 2016, help drivers find new jobs, and find the horses homes in animal sanctuaries. It’s unclear if the measure has the support it needs to pass in City Council, and the vote probably won’t take place until early next year.
